Selling in Germany ? The Complete LUCID Packaging Register Checklist

If you sell physical products to consumers in Germany—whether through Amazon, Etsy, Shopify, or your own independent storefront—complying with the German Packaging Act (Verpackungsgesetz or VerpackG) is mandatory. Read the official VerpackG legislation.

To enforce Extended Producer Responsibility (EPR), Germany established the Stiftung Zentrale Stelle Verpackungsregister (ZSVR) and its public online database, LUCID. If you ship packaged goods to German end-consumers and fail to register, online marketplaces are legally required to block your listings, and you could face fines up to €200,000.

Phase 1: Determine Your Obligation

Before setting up accounts, clarify whether the law applies to your setup.

[ ] Identify if you are a "First Distributor" (Erstinverkehrbringer)

You are responsible if you are the first party to place commercially filled packaging onto the German market that will end up as waste with private final consumers. This includes international cross-border sellers shipping directly to German buyers, including Amazon FBA sellers.

[ ] Audit your packaging types

Check if your business uses any of the following material categories:

  • Retail / Sales Packaging: The primary packaging containing the product (e.g., shoe box, cosmetics jar, garment bag).
  • Outer Packaging: Secondary packaging used to protect or present the product on shelves.
  • Shipment / E-Commerce Packaging: Boxes, poly mailers, padded envelopes, tape, bubble wrap, and fill material used to mail the product to the buyer.
  • Service Packaging: Packaging filled at the point of sale (e.g., bakery bags, coffee cups).

Phase 2: LUCID Registration (Stiftung ZSVR)

Registration with the ZSVR is completely free of charge and must be done directly by the business owner or an authorized internal representative—third-party service providers are not allowed to register on your behalf.

[ ] Gather required company information

You will need:

  • Official business name and legal status
  • Business address and contact details
  • Tax ID / VAT ID (or national registration number)
  • Name of a authorized individual representative
  • Brand names under which you distribute products in Germany

[ ] Create a LUCID account

Navigate to the official LUCID Portal and create your account.

[ ] Activate via email confirmation link

You must activate the account within 24 hours of receiving the system email.

[ ] Complete the registration form

Fill in your company details, tax identifiers, and all brand names you sell under.

[ ] Obtain your LUCID Registration Number

Once completed, the system generates a unique LUCID registration number (formatted like DE1234567890123). Save this number—you will need it for marketplace verification and system contracts.

Phase 3: Dual System Licensing (Systembeteiligung)

Registering on LUCID is only half the process. You must also pay for the recycling of the packaging materials you put into circulation by signing a contract with a licensed "Dual System" operator (such as Interseroh, Landbell, Der Grüne Punkt, or Reclay).

[ ] Calculate your estimated annual packaging weights

Estimate the total weight (in kilograms) of all packaging materials you expect to ship to Germany over the calendar year, broken down by material:

  • Paper / Cardboard / Carton
  • Plastics
  • Glass
  • Aluminum / Ferrous metals
  • Beverage carton packaging / Other composite packaging

[ ] Select a Dual System provider

Compare licensed packaging scheme operators in Germany and choose one that fits your volume and budget.

[ ] Enter your LUCID Registration Number into the Dual System portal

Your contract with the dual system must be linked to your official LUCID ID.

[ ] Pay the licensing fee

Pay the fee corresponding to your estimated packaging weight. See our pricing page for typical service costs.

Phase 4: Submit Your Volume Data to LUCID

A critical step that many sellers miss is cross-reporting. LUCID acts as an auditing register, meaning the packaging weights reported to your Dual System must match the numbers entered in LUCID.

[ ] Log back into your LUCID account

[ ] Submit an "Initial Volume Report" (Intendierte Datenmeldung)

Enter the exact same weight forecasts (by material category) and the name of the Dual System operator you partnered with.

[ ] Verify data consistency

Double-check that the material names, weight numbers (in kg), and time periods in LUCID match your Dual System contract line for line.

Phase 5: Ongoing Compliance & Marketplace Verification

Compliance is not a one-time setup; it requires regular maintenance and verification.

[ ] Upload your LUCID ID to selling platforms

Submit your registration number to your seller accounts on Amazon, Etsy, eBay, Kaufland, or electronic interfaces to avoid account restrictions or listing suspensions. [ ] Set calendar reminders for reporting updates

  • Intra-year adjustments: If your actual shipping volume significantly exceeds your initial forecast, submit an adjustment report to both your Dual System and LUCID.
  • Year-End / Year-Beginning Data Report: At the end of the year (or early January), submit a Year-End Volume Report (Jahresabschlussmeldung) reflecting the actual packaging weights placed on the market during the past year.

[ ] Check if you need a Declaration of Completeness (Vollständigkeitserklärung)

If you exceed high volume thresholds (e.g., over 80,000 kg of paper/cardboard, 30,000 kg of glass, or 30,000 kg of plastics/composites per year), you must have a registered auditor electronically submit a certified Declaration of Completeness in LUCID by May 1st of the following year.

Staying compliant with the German Packaging Act requires initial setup and simple annual maintenance. By keeping accurate weight logs and ensuring your reporting in LUCID matches your dual system contract, your store will stay clear of regulatory fines and sales bans across all German sales channels.
