If your business sells packaged goods to consumers in Germany, you are legally required to comply with the German Packaging Act (VerpackG). At the heart of this compliance is the LUCID Packaging Register, a central database managed by the Central Agency Packaging Register (ZSVR).

Who Needs to Register and Report ?

Any company that acts as the "initial distributor" of sales packaging in Germany must register. This includes:

  • Manufacturers packaging goods domestically in Germany.
  • Importers bringing packaged goods into the German market.

1. Initial Registration & The LUCID Number

Before you ship a single product to Germany, you must create an account in the LUCID portal. You will be required to provide your company details, VAT ID, and a list of all brand names you sell. 2. Dual System Licensing

LUCID itself does not recycle your packaging. You must enter into a contract with a "Dual System" (such as Der Grüne Punkt, Interseroh, or BellandVision) and pay a licensing fee based on the weight and material of your packaging. You must provide your LUCID number to your chosen Dual System, and conversely, report the name of your Dual System inside your LUCID dashboard. This is closely tied to broader Extended Producer Responsibility (EPR) obligations across the EU.

3. Synchronized Volume Reporting

The most critical rule of LUCID reporting is that the data you report to your Dual System must perfectly match the data you report to LUCID. You are required to submit reports detailing the mass (in kilograms) and material types (cardboard, plastic, glass, etc.) of your packaging.

  • Initial Volume Report: An estimate of the packaging volumes you expect to place on the market for the upcoming calendar year.
  • Intra-year Reports: If your volumes change significantly, you must update your figures.
  • Year-End Declaration (Year-End Report): A final, exact tally of the packaging you actually placed on the market during the previous year.

4. Strict Deadlines
